Angel Eyes over Texas (AEovrT) was founded by Jim Black. A retired Manufacturing Engineer whose grandchildren were removed in June 2009. Upon research it was discovered that Texas had [fundamentally] a sound child protection system but operational delivery did not match design thus triggering AEovrT on a self-imposed mission to research and break down the mechanics of how the Texas Department of Family and Protective Services (DFPS) fails to use the system in the manner it was designed. Since 2010, AEovrT has consulted with near 1,000 Texas families scattered throughout the state. Reviewed and studied tens of thousands of pages of discovery, reports, policies, rules, procedures and statutory code.
It appears DFPS has become insubordinate to the job the people of Texas has entrusted them to perform.
When Angel Eyes over Texas (AEovrT) first began in 2009 it consisted of myself (Jim Black) and three grandmothers who had met and began trading ideas on Facebook. We were all in the Houston/Galveston area. Each of our outcomes was different. One had won custody of her grandchildren. One had lost her granddaughter to TPR. One had just gotten her granddaughter home. My CPS saga had just begun when my grandchildren had been removed June 25th, 2009. My research skills along with their experience were our basis to form a group.
We first began as a simple Facebook group for discussion and a fan page for the public. Over time Jim was asked to take over a couple of Texas groups. “Fight CPS in Texas” was centered near San Antonio. The other one was a statewide group which we converted to our now public Statewide Newsfeed.
About the middle of 2012, DFPS started redesigning their website and handbooks. Their new website went active Nov 9, 2012. For that reason, some of my older work may have broken links. For that, I apologize. One of the nice things is that every handbook page now has a search box at the top. Make good use of that feature.
